Litteraly, it would mean "jokes about jokes." In thgis case, and in the case of a lot of webcomics, it refers to jokes that only function because the characters are aware that they are in a webcomic and are actively using/joking about the format which they exist in.
It's funny too, but it's often the easy way out, so I try to avoid it.
